Air-to-sea and ship luggage tags

We are using RCI's air to sea and transportation to ship.  Do I put the ship luggage tags on before the flight or after claiming luggage at baggage claim?  I have sturdy plastic cabled wired holders for tags.

After you claim your bags at the airport.

I never put mine on until after the flight. No point in chancing them getting torn up or off before/during the flight. 
I use the clear plastic tag holders and put them on before the flight once and one came off the plane with a long black scuff on it from a conveyor belt.
