Based on what I know, I would do it in ISP, because there is much less civilization in the area and there are less other things to do. Skagway is usually about going deeper inland, toward the Yukon. Oceanraft is a jetboat down the Lynn Canal https://www.oceanraftalaska.com I’ve done it maybe five times. Loved it. The Chilkoot Hike and Rafting is also nice, but a much slower pace. I’ve also done the Oceanraft in Sitka, ( called Volcano Coast rafting or similar). Sit on the last row next to the captain for a less bouncy ride.
