I suspect that there have been a lot of churn in cancellations during the pandemic, and they only want to lock down check-in times with those who are fairly committed to going on the cruise. The 21 days comes from the days when NCL used to schedule their own pre-embarkation testing at the port. And there is no need or value to change that now. Royal is 45 days (which is shorter than before, and not "months ahead of time"). NCL you used to be able to check in the minute you booked the cruise (i.e., no restrictions). Yes, I used to check-in immediately to get it out of the way, but you didn't get your docs until much later anyway. Now it's 21 days and you get your docs a day or so later. Not a lot of difference. It becomes a lot of extra work for NCL if people did their check in months in advance and then decide to cancel. I'm sure it was no picnic for them during the pandemic when all those cancellations came through.
