Israel requires health insurance for covid 19?

Yes, it is an official requirement for entry - although from what I hear it is rarely if ever actually verified.

 

I'm not sure what you mean by "cruise insurance". If you got a travel insurance policy, no matter from whom, just make sure it that its text specifies it covering COVID-19 related medical charges, and is valid in Israel.
