Yes, using Cellular At Sea. Speak to your cellular carrier to inquire as to how much it costs. 
 

carnival offers a social media Wi-Fi plan that allows Facebook messenger, WhatsApp, etc. for I believe around $10 per day.

To be clear (for OP's benefit), the use of the messaging feature on the HUB app only works to message others who also have paid for that feature and are on the ship.

If you have an iPhone you can iMessage with other iPhones/iMessage clients like MAC over the Internet plan on the Wi-Fi (some have said that you don't need the Internet plan but I have never tried it).  Calling over Wi-Fi is blocked but again FaceTime on the Internet plans work.  You also have the options for WhatsApp, Snap, Facebook messenger etc on the Internet plan.  The other option is to enable cellular at sea and pay a very high rate per message (not recommended)
