Taxi cab questions for Old San Juan

Do cabs in Old San Juan accept cards or do we need to bring cash?  Does anyone about how much the fare would be from the Pan American pier to Barrachina in Old San Juan?  And also the fare from Barrachina to SJU airport?  Would we be better off taking cabs or Ubers?

Cab fare from the airport to OSJ is regulated and should be 19$ for up to 4 in addition to a bag charge to get from the airport to OSJ.  

We've done both cabs and uber and it seems as if the uber drivers are known by the cabbies and are greatly disliked as the cabbies have to pay for a permit to operate and view the uber folks as dipping in on their livelihoods.  Have not had an issue with either but the uber drivers seem to be cautious as to where they pick you up and drop off as they didnt want to be close to a taxi stand.

Following....

 

Will be in OSJ before our 7pm departing cruise (leaving luggage at Barrachina for a few hours to tour the town).  Have also heard nightmare stories about the length of time it takes the cabs to get to the pier (due to volume of traffic). Trying to figure out when is a good time to start heading to pier for our 4:00 check in. We chose a later check-in time for this reason, hoping a lot of the congestion will be gone by then.

Any suggestions would be appreciated.
