Offer Upgrades versus not upgrade

Is anyone savvy about the nuances between an offer upgrade and just purchasing more items. For example:

Offer Upgrade for wifi is109.93 (but looks like both people in the room have to upgrade??) versus unlimited wifi for 1 device at 178.98 (but can select 1 of 2 people in the room)

Offer Upgrade for 2 more Specialty dining is 70.80 versus purchasing two meals for one person at 106.80 (but can select 1 of 2 people in room)

 

The free at sea plus offer upgrade is interesting bc it includes premium plus beverage package, internet, shore excursion, specialty dining but that two has to be added to both people in the room and I am booked with my 14 year old son so $343 per person seems high with a minor. 

 

I am pricing all this from the app, which does appear to be a little wonky right now. Thanks in advance for any insight!
