18+ Shows, How Strict is NCL?

i was on a cruise in oct that had an 18+ dueling pianos show.  There was a family with quite a few 13-16 year olds sitting in the front.  They kept requesting Disney songs.  Everyone in the audience groaned everytime.  No one wanted them there.  The singers even told them multiple times it was 18+.  Since they wouldn't leave, they toned it way down.  In my opinion, they felt entitled to do what they wanted at the expense of everyone else.  The rules don't only apply when it benefits you.
