Soda Packages on PoAm

Quick question! I know there have been a number of questions and answers about the adult soda package but I just wanted to know:

 

Does the package include water?

Can you use the soda package for mixers in the bars ie ask for a soda and then get a straight vodka and mix the drink yourself? Or would this not be worthwhile?
