I have a cruise scheduled to sail early February. I realize that I can not ask for any reimbursement if the price of the cruise goes down. Here is my question. The price of the next category cabin went down a few hundred dollars less than what I paid. I called and asked if I could switch cabins and how much would it cost me. I was expecting a small service fee for the changes. Again I did not ask for any money back although I paid more for my cabin. The agent said it would cost me $4,000 to upgrade. I terminated the conversation. Is this a new policy ?

Not exactly new, been that way since about August 2021.  Paid upgrades only is the current policy. Even if it's $1.

I've seen posts from people saying they did get a free upgrade, so take what you read with a grain of salt.
