Steam Inhaler Allowed?

Hello:

 

We are sailing this Sunday and I cannot locate this answer:

 

Are personal steam inhalers like this allowed? My husband has sinus issues and this helps with dryness. It's not quite a humidifier so wasn't sure. Thanks!

You would have to get pre-approval for this being a medical device like a cpap.
