Yes, kind of.  Cheers will be charged to Sign & Sail card, and any OBC will be deducted from the total spending on the account.

Unless there is some exclusion listed in the terms of your OBC, then yes. But it's cheaper to buy Cheers ahead of time.

You can use the onboard credit before the cruise to buy the discounted Cheers package.

Use can use your OBC before the cruise to book things such as Cheers, excursions, etc. Basically, anything you can buy in advance, you can apply your OBC towards.

There's an incremental savings if you purchase it before you board.

You can use OBC to purchase it before your cruise at a cheaper rate, so not sure why you want to wait until you're onboard.
