Phuket overnight logistics on NCL cruise

I'm going on the December 11 - 22 Norwegian Jewel cruise which has an overnight stop in Phuket. Specifically, the ship will arrive in Phuket on Wed Dec 13 at 7 AM and leave on Fri Dec 15 at 1 AM.

I'm trying to plan out what to do these two days, and one thing that I'm not sure about is how easy it will be to come and go from the ship in the later hours.

Based on the NCL website, we should be docked and not tendered, so at least they won't have to operate tenders all through the night. Should I expect to be able to board/debark at all hours in the night? Anyone have experience with this port recently or during the same general time period (winter)?
