Max. Number of sick onboard?

Hello! Our RT Tokyo Celebrity sailing starts in October 2023 and I am wondering if anyone has updates on what’s currently happening regarding Covid testing, when flying US to HND and as it relates to Celebrity.
 

Can anyone clarify please if there is still a  restriction to ships sailing in Japan regarding the number of COVID cases onboard a ship? I had heard there was a 10% max crew and passenger number and if it was reached, the ship was not allowed to continue to visit Japan. Any real stories on this? I’m having challenges finding this info. 
 

Any updates on what’s really happening is appreciated-even though I know things can change by October. I am finding it so hard to continue to plan knowing there’s a chance we could be healthy at sea and would have to possibly stop our vacation since others are ill.
