Another on-line TA discount question

I just received an email from an on-line TA offerring a special sale for many upcoming cruises.....I noticed that they are offerring a balcony crusie on RCCL upgrade to D2 for 749.00....checked the Royal Caribbean web site for a D2 for that crusie and it's listed at 1400 plus.... so if Royal Caribbean doesn't allow discounts - how can this be possible? Do some TA's buy bulk cabins and have to discount them as it gets closer to cruise date? This particular cruise was 3 weeks away... almost too good to pass up - but I'm learing ...keep hearing mom say...If it's too good to be true........
