For So'ton hotel to cruise terminal you should have no problem if you book a taxi the previous day or evening, or even first thing in the morning - hotels can usually help with that.

 

For cruise terminal to hotel, yes metered taxis at the terminals will be busy. Lines can build, but they move quickly because the taxis are only used for local trips, mainly to bus & rail stations and local hotels so they are continuously returning to the rank.

In theory you can pre-book, though it's difficult to predict when you'll be at the terminal door and taxis won't stay around if you're late.

Likewise you can call up an Uber but they too will be stretched, and you'll probably reach the front of the taxi line before it turns up.
