Can I buy CN onboard and have some transferred to a friend while onboard. I know I need name and Lat#

Usually they process the payments at the end of the cruise and the coupons show up in your account a couple of days after the cruise ends. On my last cruise they told me that if I needed them for a new booking during the cruise, they would speed up the process, so if you let them know what you need, they may be able to accommodate you.
