It is like drinks included while playing in casino, but instead it is any where on the ship.  Sort of like a cheers package.  My husband has gotten this offer on the last few cruises we have booked.

it is basically the casino buying Cheers for you...casino or not, you won't be charged, up to the 15 limit per day
