P&O travel insurance requirements for guests living outside the UK

Do people living in Europe also need to get travel insurance that covers medical costs for a minimum of £ 2 million?

The P&O Cruises website says it's a requirement for UK guests, but there is no mention of this rule also applies for guests not living in the UK.

I looked into travel insurance that covers an unlimited amount of medical expenses and it costs an arm and a leg here in Belgium.

A cruise with P&O won't be an option if that's the case. 😵
