My cruise on the Norwegian Getaway last year skipped Bermuda and made only a tech stop at Nassau. That was in the middle of the night and I doubt that anyone went ashore, making it a (lawful) cruise to nowhere. It was later in the season; the problem, which I also encountered the year before on the Breakaway, was that wind made it impossible for a large ship to enter the harbor.
