Because there are 4 ships in port that day.  The Rome Port Authority determines pier location, not the cruise line.  I would be fairly confident that embarkation would be at the nicer terminal, but you never know with 4 ships (and almost 15000  pax) there that day. 

 

Addendum:  Not so confident.  All 4 of these ships embark on that day as opposed to a port visit. All 3 of those other ships have many more pax than Constellation.
