Just go with the garage since it's covered (except for the rooftop spots). If you snag a spot on the bottom two levels, you can easily just roll your suitcases to the check-in area. But there are elevators too if you need them.

Capt BJ states there is parking across from Terminal 10 and that they are building a parking garage. Lots of general information but nothing specific to a passenger parking garage that is now open.

Terminal 10 has both a parking garage and surface parking. Most folks prefer the garage as it is covered and protects your vehicle from the sun, if the garage is full, there is plenty of surface parking available. All are within walking distance to the terminal, either across the street from the terminal, or just beside it. On other posts I have read, people mention if you get there by 10 or 11 it is never a problem finding a spot in the garage. Capt_BJ mentioned they are building "another parking garage" so one currently exists, and a 2nd one is in the plans which would most likely go where one of the surface lots currently exist.
