Might be but I don't every lose more thm $20 in any casino.

Casinos care more about how much you play rather then how much you win or lose. And it seems that now HAL is giving away lots of cabins to anyone who gambles!

There is no rhyme or reason to casino offers, believe me.

some people spend $1000’s and while they might get offered a better cabin - there a number that don’t spend much (but maybe time???) and get the offers.

Sometimes I think it is like the upgrade / upsell fairy.  Throws darts and you win.  In any case you have wine - enjoy your cruise 🙂

It's not HAL giving the "free" cruises, it's the casino company.  They pay HAL for your cabin.  As someone already mentioned, nobody can figure out the rhyme or reason, or algorithm, or whatever, for who gets these offers.  I went on three cruises in 2022 on casino free stateroom offers, and I am NOT a high roller by any means.  Then the offers stopped, also no real reason.  In fact, on those free cruises I probably played in the casino much more than I ever did before... sigh.  Anyway, my point is, it's not the cruiseline that "gives away" the free cabins, it's the casino that is putting you on the ship essentially as their guest, and they pick up the tab.

The casinos know that if they pay for your cabin you are much more likely to "play in the casino more" (lose more).  They are not in the business of providing free room and board.  They are in the business of separating gamblers from their money.  And I have to believe, that on average, it is a winning bet for them to do this.  The people who accept those hard to sell cabins often land up losing a lot more than they would have paid had they just booked the cruise and paid for it themselves.  This has been discussed ad nauseam here and elsewhere.  So, nobody really sails for free.  Just pay me now or pay me later.
