Redeeming Royal CC point for room upgrades - How does it work?

This will be our 5th Royal cruise, but first one with the credit card. We just received it when booking. We have 15k points, which says is the minimum for a room upgrade. If we select it, will we be able to upgrade from our current ocean view to a balcony? I can’t imagine that it would be that easy, as the balcony is current over $1K more. Do we have to call to find out? I appreciate any expertise or prior experience in the matter.

The upgrade available for 15K points is from an interior to minimum available oceanview on a 4-8 night sailing. It can't be used to upgrade to a balcony. The value of those points is $150. The best use of those points would be to use them to reduce your fare or to use them for OBC.
