Alta, transportation to/from town center from cruise dock?

I know this has been asked before but I couldn't find concrete answer.  Since the dock is in industrial area with no services and about 3.5km from town, do cruise lines -or- the town -or- someone else run a shuttle service into town and back? Free? Cost? It appears if there is some sort of transport into town, one can walk to the Cathedral and Alta Museum.

NCL looks to offer a shuttle based on this daily from August.

I believe Princess cruises use a similar shuttle for $20 unlimited travel all day.

NCL did a shuttle but it costs 25 US, while there is a public bus stop at the main street (only about 5 minutes from dropoff of the tenders) where you pay for the same service about 6 US...
