If I've already purchased the internet package for one device am I able to add a second device prior to sailing?

Yes 

just go to your cruise planner, cancel the one device plan you purchased and purchase a 2 device package.

The problem with that is that I wanted to split the payment between a RC gift card and a credit card and the system won't let me use two forms of payment to check out. Any ideas how to get around that?

No, I know no way around that. 

Actually, I didn’t think you could use a gift card at all on a CP purchase. 

 

Full disclosure, I (and many others) are anti gift card. Royal just makes it so difficult to use them.

I’ve only been able to use RC gift cards for initial bookings. Maybe that has changed in the last year or two.
