Flying into Quebec.

We used bogo air for a Quebec City cruise in October of 2023.   We flew Colo Spgs to Chicago to Montreal.  We got stuck in Chicago with delay 5 hours making us miss the last train to Quebec City.  ( Air Canada issue) We had flown in 2 days early thankfully.  We missed our tour and a very expensive hotel room.  ( travel insurance covered loss) We had to find a hotel in Montreal and everything close to airport was sold out.  Apparently per the cab driver the city has huge immigration population that is filling up hotels. If you can fly directly to Quebec City it will better than messing with train.   It is not a scenic train ride.

With the limited amount of flights that actually fly into Quebec, your chances aren't good.  You can get an idea by checking what's actually available from your location for the date you want to arrive - they don't tend to have daily flights from everywhere.
