Accessible tours in France and Spain

I'm cruising in May with my Dad who uses a wheelchair.  We will have a scooter hired and also a collapsible wheelchair. 

There are also other guests who use walking sticks, or have mobility issues.

 

I am looking for tour ideas and tour companies specifically for wheelchair users.

 

My itinerary is

La Rochelle, France

Bilbao, Spain

La Coruna, Spain

Le Havre, France

 

If anyone has any recommendations on suitable places to visit, and companies that can provide accessible tours I would be very grateful.
