 I think it’s 21 days before. If I remember correctly they send an email a few days before.

It is 21 days as just did online check-in. Oceania does send out email that day..email arrived before I got up.

Data point:  Vista's Mar 16th opened 1h15 early at 22:45pm the evening before the 21st day.
