Shopping/coral reefs... short time ashore

Hi,

 

Well be tendering into Cozumel at noon on April 1 on Celebrity Zenith. Our ship leaves port at 7, but we plan to be aboard before our 6:15 dinner seating, leaving us very little time in Cozumel.

 

We want to do two things: see the coral reefs and do some shopping. We don't feel there is enough time to snorkel, and from what I've read on these boards, it's not that great right now anyway.

 

We ruled out the Atlantis submarine ($$), but are still considering the semi-submersible. Is it worth it? What are your suggestions for seeing the reefs inexpensively that would leave us time to shop?
