Puerto Plata cable car - handicapped accessible

I read a bit about this, but at least one in our party uses a scooter or maybe a wheelchair.  Wondering:

1) Are there handicapped accessible taxis at port (I saw that there are fixed price taxies and willing to pay more if needed)?

2) Are there weight limits for the cable car?

3) What is involved on actually getting from the taxi to / from the cable car?

Edit - never mind - I see that it is NOT handicap accessible.
