Yes.  I typically wear shorts are allowed in the dining room for breakfast and lunch.

The app provides open restaurant options and menus for you for every day of sailing, including embarkation day.  That should help you learn your options. 

 

And yes, I have seen many folks in shorts and t-shirts in the MDR for the special embarkation luncheon.
