Questions on elite offers

I know they say one of the perks are waved room service fees. My question is do they wave the cost of whatever you order.

yes, the fees are the food charges, though i never tried ordering any alcohol.

We ordered pizza, canned sodas, fresh fruit, burgers, bottled water, etc. They never charged us for anything we ordered. I didn’t try alcohol though.

I had read somewhere that people have ordered steaks and things through Room Service with Elite offers.  I don't order Room Service very often... How do you do that?  I feel like steaks wouldn't be a typical item on the regular menu.  Are you allowed to order from the Steakhouse and have it delivered via Room Service?
