British Isles Ports Wheelchair Access Limited?

Hello, we are considering doing a Princess cruise to the British Isles, two of the ports: Dublin (Dunlaoghare) and Edinburgh (South Queensferry), are listed as water shuttle required, wheelchair access limited. What does this practically mean? My mother-in-law uses a wheelchair to travel longer distances but could do a few stairs or walk 200 feet unassisted. Would she be able to get off at these ports? She did tender ports in the Caribbean without too much ado.

IF...she was able to independently get on and off the tender in the Caribbean, it should be the same.

 

IF... she is able to navigate the unsteadiness of the loading platform by herself, she should be fine.  (They will assist but not "carry" her onboard.)

 

IF...the wheelchair can collapse, they will load it on/off to the tender.

 

There is an elevator from deck 4 to the loading platform.
