Has there been a change in drink packages policy for drinks over the pricing caps?

HAL could have a page on their site that isn't indexed and so search wouldn't find it. People could have received a link to that page. We don't know if the error was from the Admin saying HAL said they would fix the website or if HAL has a non-indexed site that we can't find with search.  We're all just speculating.  To me the bottom line is that, at least so far, the policy remains pay the difference.

If it changed it would have had to start July 1st. Was on a cruise that ended June 29th and was only charge the difference plus the 18%.
