When air arrangements are made through Flights by Celebrity who is in control of the reservation, FBC or the airline, and can reservations be arbitrarily changed by either entity without a valid reason and without passenger approval? Once the airfare is paid in full, how long does FBC hold the money before it pays the airline? This is not always a smooth process and can result in unpleasant circumstances for the passengers.
