Non-refundable OBC - what can we spend it on?

  Just off Insignia 180 day WC> Worst gift shop ever of over 70 cruises. One good haircut at beginning. They would not allow me to use OBC for a second one later in cruise.  Ended up with 5 watches  Only good product offered.  Shops are subcontracted. Looks like manager chooses stock.

Can you please explain why OBC couldn’t be used for a haircut.

I was able to use OBC for haircut without any problem. And all charges go to our onboard account anyway. So OBC is used first and the balance charged to the credit card on file.
