I have family out in the suburbs of Vancouver & the best way for me to get around Downtown Vancouver is using Mass Transit. Our system is outstanding, cost is good. Downtown Vancouver is a "walking city" & you can get from point a to point b very easily. Taxis are readily available & very good too. My humble opinion, which ever will suit your pocketbook. Disadvantage with mass transit - timetables. Plan your activities accordingly, keep in mind when buses/LRT (Light Rapid Transit - similar to a "subway") are running.
