Their web site directs you to a travel agency (OctupusTravel) but it does not appear to have any information about purchasing the Tallin Card. They include admission to most of the major sites, and most (if not all) modes of public transportation in the city. Because admission is included, you don't have to wait in lines to get into the attractions you want to see. They save a lot of money if you use them to the fullest.
