Independent Taxi Tours?

On the NCL Spirit on 8/5 and we are only in port from 7am-3pm. We don't want to go snorkling but I would really like to see Tortola and the excursions listed thru NCL are pretty steep (land ranger tour for $65).

 

Does anyone know if there are large taxis (there will be 6 of us) that can really take us around the island to see the sights, maybe stop at a beach to cool down for a bit and then maybe drop us off downtown for some shopping?

 

Did that in Aruba for $15 pp.
