I fly out of LGA a lot so would be happy to help. I do need to know some more info though: - what port is it coming into (Brooklyn or West Side?)? - what day of the week are you arriving? - what airline are you flying? I would say in general that a 1:30PM should be fine assuming a morning arrival, but LGA has its idiosyncracies and I don't want to say anything without knowing the particulars.
