galveston car rental issues

I called both Hertz and Enterprise for a one way rental from Houston Bush airport. Hertz told me that the rate in January would be about $95 with a AAA discount. I was ready to make a reservation when I was told that luggage isn't allowed on the shuttle to the pier! Per the reservation agent, it takes up too much space! I would have to drop off my Mom at the pier with the luggage and then come back on the shuttle.

 

Enterprise was going to charge the $40 one way drop off fee, for about the same price as Hertz, around $100. But, they no longer have the cruise terminal location, just downtown Galveston.

 

So I decided to make a reservation with Gulf Coast Limo for $144 including tip. They will pick us up at our hotel. We are coming in the night before and staying at a Bush airport hotel. By the time I figure out where I am going, find a gas station and pay for gas, the cost will be the same as a Town Car with a lot more stress.
