Lowest Price Guaranteed????

I have received some quotes for a voyage on QM2. I take the lowest one and contact some TAs that 'guarantee the lowest price'. None of them will actually honour their promise. Not only that, some prices were the exact prices offered by Cunard directly. I always thought TAs has access to the same prices, and that the end price depended upon how much of the TAs commission was discounted off the price. Is this wrong? Why do some TAs offer onboard credits and others say there are none available for that cruise? I was disconnected from a TA and called back, only to get a price that was $400 more for the same trip, 10 minutes later.

Anyone have any experience in actually getting the lowest price, or are these 'guarantees' just a mirage?
