Ship time vs country time question

On our recent Regal Princess full Panama Canal cruise, the ship's time was the same as the local time was. The ship's time was adjusted twice as we sailed west from P.R.

The second change was done the night between Panama and Costa Rica.

On our Summit Cruise in March 2005, the ship time was NOT the same as local time in these two ports. On our cruise the local time was one hour forward.

 

I've seen this different on different cruises though, and your cruise may be different. I'm guessing the decision on when to change time is dependant on the ports being visited and their order, and was done to avoid shifting clocks back and forth in different directions too many times during the cruise. I've also read on other Cruise Critic threads that it is at the discretion of the Captain.
