1 snorkeler, 1 beginner diver, and 1 Grandmother help

Any and all help will be appreciated.

We will be visiting Cozumel, Roatan, Belize, and Cancun.

There will be one snorkeler, 1 beginning diver, and one grandmother that will only want to watch.

Can you give me suggestions for each port?

The snorkeler and diver I could figure out on my own, but grandmother adds a problem. Most places I have checked want to charge way too much for grandma. If I have to pay I will, but figure the gang here could come up with some great options.

We really want to stay together, but are open to anything.

Most cost effective in Coz is a shore dive at Chankanaab Park. Costs involved would be the park admission, $12 for adults, $6 for kids (no plastic, cash only) and the cost of the shore dive. Snorkeling is free and Grandma can sit right on the shore in shade and watch.

I've never been to Roatan, and know nothing about the operation, but it looks good for two of you. But what will you do with grandma? It can be pretty boring sitting on a boat while everyone else is scuba diving or snorkeling.
