There should be a State Department warning that goes something like this:

 

All cruisers be advised that information has been received that on every cruise ship there is at least one person who will consume too much liquor, hang from a balcony, and possibly take part in some activity that will cause the ship to divert to an unplanned port. The best way to deal with the situation is to accept that these people exist and do not let it ruin your trip. :p
