We are having a friend drive us, do we just drive right in on the ground level and off load us and luggage or do we have to go into the parking garage upper level?

I assume you mean Manhattan. You will drive up one level off load and they will then leave no need to go to the garage. If they are picking you up have acell phone so they can wait off the pier and come up when you are by the curb. There is no standing and waiting on the cruise terminal itself and you don't want them to park for $25.00 just to pick you up. There are parking meters on both 11th and 10th avenue...

If its Brooklyn its all one level...
