Formal night - dress for almost 14 year old boy

A suit is a nice plan but frankly I'm having a hard time finding one for my middle son. He just turned 14 and is 5'6. Too big for a boys 20 and men's suits swim on him. What is the smallest men's suit made? I tried a 36Short on him and it was still big. My youngest was a snap and the 17 yr old obviously wears a men's size suit. Any suggestions?
