Dress in Istanbul

Yes.

But not for mosques. It's handy to carry (women) a scarf or paschmina to cover up if necassary.

Paschminas are VERY cheap at the Grand Bazaar. They are a silk shawl (in case you didn't know. About $5 there. $30+ in Australia.

I have worn shorts (and my wife her Capris) on several trips to Istanbul. You will not see many Turks wearing those kind of clothes although we actually have seen a few younger Turkish ladies in Capris. If you try to get into one of the main "tourist" mosques, such as the Blue Mosque, there will be some Muslim men at the door who will give you a carpet-type wrap that you can put around your waist. Most of the Turks are pretty modern in their thinking and they do not seem to be offended by tourist dress as long as its not too revealing.
