I always look at what the cruise line offers first, and then research independent vendors after that. Well, imagine my horror, when I read on the Carnival website: "Also, children under 9 years of age are not allowed to reach the top of the Tower for security reasons." I know that they are trying to tell us that children under 9 can't climb the tower, but now I have an image of a large Tower Guard tossing young kids over the edge before they can get all the way to the top! Children between 8 and 12 years old must be accompanied by an adult and held by the hand all the time.
